Software to shrink down the screen size (not by resolution)

Specs: Windows 7, 4GB
Hi everyone,
I have got a 17inch Toshiba laptop with damaged top right corner so that a portion of the screen is constantly out of my view.
Is there any tricky software (or method) able to shrink down the screen in that way that the really displayed window is smaller than the LCD panel and the black bars are around the displayed desktop or window?
I hope that you caught and understood correctly the specifics of my question.

hmmm... in the days of crt tv and one could adjust scanned (viewed) area relatively easily (height/width controls).Today with flat screen tvs that is less an option, though may be possible with some...

Computer displays when crt often had similar screen adjustments... But again with led etc. I think it's less easy (if possible at all)

You may be able achive a smaller displare by tweaking/adjusting screen resolution...? Never having tried that approach, can't advise from personalexperience...

Have you considered replacing the damaged screen? Other option of course is to use an external monitor?
