Shutdown/Restart Problem

Specs: Windows XP, AMD Athlon(tm) XP 3100+ 2.20 GHz, 960 MB of RAM
I just have a quick question. I have Windows XP on my PC. The problem that I'm having is whenever I click the Turn Off button to shut the PC down, it just ends up restarting the computer. So the only way for me to shut it down, is if I hold the power button for a few seconds. I was wondering if someone knew how to correct this. I already tried Right-Clicking on My Computer, going to Properties, going to Advanced, Startup and Recovery Settings, and clicking off the Automatically Restart box. Then I restarted the computer so it would take effect. No luck. If someone could help, I'd sure appreciate it. Thanks.

Try using the Task Manager. There should be a
drop down menu that says shutdown and gives
you all the options

Clicking turnoff either in the start menu or from the task manager still doesnt' shut the pc down. It just restarts it.
