shift + @ on my laptop keyboard displays as

Specs: Windows Vista, 1 gb
I have an ASUS laptop, Vista, SP1. When hit shift + 2 on the keyboard, I should get the @ displayed on the screen. Instead I get the " sign displayed. Similarly, when I hit shift+ ", I get the @ sign displayed. These 2 keys seem to be the only keys malfunctioning. Is there any way I can get into the keyboard translation settings to swap these 2 keys around? Any help would be appreciated.
