If it can be done at all you perform that in the BIOS (setup) screens. Boot into the BIOS when you first start up the computer.

The amount of RAM that can be dedicated varies by the amount of installed RAM. Also, some graphics don't even have that option.

What do you expect to gain? Increasing the amount of memory used by the graphics isn't going to help gaming if that's what you're thinking. And if you only have 1GB RAM, you need as much of that as possible for Win7. If you have a desktop system, add more RAM & a graphics card. If you have a laptop, you're out of luck as far as graphics performance is concerned, but you should still add more RAM - Win7 performs poorly with just 1GB.
