share cpu and ram between 2 pc's ?

Specs: Windows 7, 2.10ghz dual 4GB ram

I'm a game designer and running WINDOWS 7. so I need a application that could share CPU and ram with each other. i run windows 7 on the design pc with 2.10GHZ dual core and I'm running windows XP 1.8 GHZ single on the other. 2.10 dual is to less I need 3GHZ to make my games faster and run more smooth. but how can I share the 1.80ghz with my 2.10ghz pc and my 1GB ram with my 4GB ram? I can link my pc and laptop with a cat6 UTP cable

Not sure what you are asking but if you mean run the application on one PC and have the application use the CPU and RAM on both PC,s then the answer is no you cannot.

Cat5 UTP cable is for data only. To share CPU and memory in the way I think you are suggesting would need both PC to have access to each others data and memory bus and that is not possible. Timings would make it unreliable as the internal clocks would have to be synchronised to a very high degree.

Short answer: There is no way this will work. The only solution is to upgrade the computer such that it performs well with the game.

What you are describing is essentially distributed computing. This is a viable concept - but it is really only useful with a very select few application types. It only works when the software is designed to be used this way. It is by no means a general solution.
