|"Other monitors work and the blue light turn on, indicating it gets power and is on"|
If other monitor types work then it is obvious that the monitor that is not working is faulty.
I have a LG Flatron L225WT where the blue light flickers a bit otherwise the monitor works just fine.
A last thought would be that the other monitors may require less power than the Flatron meaning that your powerboard may be at its total power peak and the LG Flatron requires more power than is available.
A final thought would be to use a monitor that does work and set the resolution to 1024 x 768 then try the Flatron as you may have the resolution set too high for the Flatron to accept.
