Screen coverage is not full all around

Specs: Windows 7, intel i5-750 / 4gb
Just bought this monitor and can't get it to view the full screen area, i keep getting abt an inch black screen all around the perimeter of the screen.
Have installed the latest drivers from samsung, have also installed the exact drivers for the graphics card (Asus ATI 5550 with 1gb ram and HDMI Socket which as per specs is for full Hd) but still no change.
One thing that pazles me is, that before connecting the monitor to the new pc, the technician set up the pc on another monitor in VGA mode and when i could not view anything on the monitor he guide me how to make the new monitor as master and the old monitor as nr2. this way i managed to get the monitor start showing picture but from the first minute had the problem of the problematic view at the perimeter which explained above.
Have tampered with the monitors' setting but still no result.
Now the monitor is set to work in full HD 1080p and same is set up from the Graphics card side.
Any idea please how can i make the monitor auto adjust or, fix the problems from windows or the graphics card settings ?

Is the monitor an LCD (flat screen) or CRT (cubical boxy type)? If LCD, I have no idea. If CRT, then you need to adjust the settings on the monitor. Look for "menu" and find something that will adjust picture size, width and height.

I have the same monitor, Samsung BX2431 and had the same problem.
Here's the solution.

Open ATI Catalyst Control Center (CCC), click on Desktops & Displays, right click on the monitor icon (the one you're using, the default is #1), select configure and go to Scaling Options, adjust towards overscan or underscan.
