My drive C(windows files) has 5GB left, I want to use paragon partition manager v12 to resize it.But
I'm afraid of error hard disk because I have installed Ubuntu 10.10 as dual-boot with windows 7. Anyone can share some idea about this problem?

You won't be touching the Ubuntu partition, so no problem. But you should always ensure that you have a backup of your data and the means to reinstall your OS(s). Partition resizing is normally safe but it is a potentially destructive operation, and things can go wrong.

You didn't list the size of your HDD or how it's partitioned. And why is Ubuntu on it's own partition rather than installed inside Windows? Regardless, the reason your HDD is full is because you've installed too much, or don't clean up after yourself, or don't copy off your files to an external device or CDs/DVDs. Increasing the size of the partition (if you can do it) will buy you some time, but if the HDD is too small & you continue installing to it & not cleaning up, you'll eventually have the same problem again.
