Specs: Windows XP, Dell
My internal hardrive on my desktop computer is fried and I was wondering if I could just simply use an external hard drive and run the cpu on that?

Windows must be installed on an internal hard drive.
You cannot install any version of Windows on an external drive.

That will depend on a couple of things. Firstly does the BIOS support booting to USB?
Secondly, You need to work out how to install XP to a USB drive since the inbuilt installer does not support that.
