Remove Safely Remove Hardware on External HDD

Specs: Windows 7, 8GB
I choose close all windows and I always get the message, that something is "open" and can not safely remove external. I have to shut the computer off and restart for this message to go away.
It is not in use. I lost and had to pay to recover pictures that were stored on one of these when one of the grandkids just yanked it out.

What can I do to keep from going through shutting the computer off and on every time.

I just found this site, and I have posted many questions that have been bugging me for months.

If you have any photo software that is categorizing or inventorying you pics then that program must be fully closed.

For exampl: I have this problem because some of my Itunes library is on an external drive, you cant safely remove until Itunes process is closed.

Don't leave the external drive plugged in and always remove it properly.
