In Disk Management, right click on the partition you want to format, do you see the format option listed?

If not, try deleting the partition and recreating it in Disk Management.

You go to Control Panel>Administrative Tools>Computer Management>Disk Management
Right click on the partition's graphic and select Delete. This will remove the partion competely. Then Right Click on it again and select Partition. Partition it to NTFS and use the full available size. Then you can Right click on it again and Format it from there.
By deleting the partition it no longer mattered that it was encrypted.
PLEASE NOTE: By doing this you loose everything that is on that partition on the drive.
Please note: You cannot delete the C drive partition this way but nearly all other partitions so be VERY careful of what you delete, make absolutely certain that you have chosen the correct drive and partition before you start.

You have to be a little bit crazy to keep you from going insane.

You can easily get to Disk Management in Windows 10 by right clicking on the start button and selecting Disk Management.
