Specs: windows xp
hard disk get damaged due to short circuit ,, now how to recover data from it

That would depend on the nature of the damage. It could as simple as a shorted TVS diode which needed to be removed to restore operation. If you don't know what that means this is not for you. In many cases only a commercial data recovery service (very expensive) could recover your data.

There are tools to help. Live cd's based on windows and linux have tools to recover data if the drive sort of works.

If not you may try a new drive board. They are very specific and usually you have to purchase an entire working drive to get the board.

Lastly is a company that does this for a living. They can take the plattens out and get data off. It ain't cheap.

Why did it take me over a year to phone in a problem to ATT?

It is possible to recover your data after short circuit but depends that what kind of?
If the logic card is short then after changing or repair you can access your drive and data or if the platters are damaged only then a expert of data recovery can retrieve your data from yours.
