Reboot And Select Proper Boot Device or Insert Boot Media...

Specs: Windows 7 HP, i5, 8 Gb Ram
I installed a new PSU to my computer recently and after getting everything connected, on start-up I just get a black screen that says "Reboot and Select Proper Boot Device or Insert Boot media in selected boot device and press a key." The strange part is in my BIOS it's not picking up my hard drive at all- it's picking up my CD drive just fine and I even switched the SATA and Power cables to see if that was the issue and I just had the same reading- No HD there, while the CD Drive was present. I also checked my time in the BIOS to see if it was an issue with CMOS and it was up to date (I reset the settings anyway- no dice.) Any help would be very appreciated, thank you!

List the brand name and the specs of a new PSU, the sticker on the side of unit contain specs

Disconnect the optical drive and use optical drive sata port to connect the HDD.

I switched the SATA cables and unfortunately it didn't do anything. The optical drive is still listed there, while the HDD isn't showing up at all.
