PSU will not power on?

Specs: Windows 7 Ultimate 64bit, AMD Sempron 1GB RAM
Hey guys!

I have a Acepower 400w PSU that will not power on at all, I have disconnected everything connected to the computer except the main power into the motherboard and the 4 pin. It still will not power on, I have even tested the power supply with a paper clip, and it turned on, but will not turn on while connected the the motherboard. The power supply light on the motherboard is on. Heres a total list of internal peripherals I wish to use with it.

40GB SATA HDD
120GB IDE HDD
40GB IDE HDD
IDE DVD/RW
IDE CD/RW
Nvidia GeForce 6300 (I think) GPU
Sound Blaster Audigy

I don't know if that will help but I thought I'd post it anyways! Tell me if you need any more info!

The paperclip test does not guarantee the powersupply is fully functional.

So far you have narrowed your problem to either the Power supply, Motherboard or CPU.

Q? Is this a new build or was this a working system that failed?
Do you have access to another powersupply for testing purposes?
If this is a new build did you benchtest the motherboard/CPU outside the case before installing it?

It is a working system that I am upgrading the PSU in, I have access to multiple other PSU's to try.

I put in a standard Molex-only PSU and the system booted up fine.
