Problems with Comp Build

Specs: Windows Vista
Okay guys and girls, this is my second comp build and I have run into one problem after the other. Maybe you guys/girls can help?

What I'm Working With:

BIOSTAR TForce TA790GX A3+ AM3 AMD 790GX HDMI ATX AMD

AMD Athlon II X2 250 Regor 3.0GHz 2 x 1MB L2 Cache Socket AM3 65W Dual-Core Processor

Antec EarthWatts EA650 650W Continuous

4 Gigs of Crucial DDR3 RAM

LG DVD/CD Burner

Samsung 1.5TB HDD

Problem:

No matter what I do, I can't get the system to boot. I've pulled everything out and put it back again, I can't even get the fan to turn on. Maybe it's a defective Power Supply? I can't tell. Thanks for your help!

Pull everything out of the case & benchtest...you should have done that in the 1st place.
