Problem with Optiplex 280 not working

Specs: Windows XP
Having problem with Dell Optiplex 280. The fan was running very fast and loud. We replaced the motherboard and the power supply. We also tried swapping out graphic cards but nothing helped. When we try turning on the computer it beeps several times but never powers up all the way. The power light on the front of the computer is amber. On the back of the computer the A light is green, B, C, D are amber. What could it be?

So why would you replace the board & power supply? THe loud/fast fan is *usually* an indication that the CPU is overheating.

You have a memory problem...possibly not fully seated in their slots? Here's the diagnostics for the GX280:
