prblm in graphics card or my psu?

i recently bough a new graphics card(nvidia 8400gs) bt when i plugged it to my motherboard my monitor doesn't show any display,nw after when i cheked i found my graphics need minimum 350w power bt my psu givin 250w maximum...!is this prblm is occurs due to low power supply?however my graphics card get heated when i on the computer

8400gs use low power (not a gaming card) 250w psu will run the card fine.
Do the following
-uninstall onboard video drivers.
-Enter bios and disable igp, return shared memory, set initial display to pci e (if 8400gs is pci e) or pci (if 8400gs is pci). Save settings and shutdown the system.
-Remove power cord and install the v-card.
Start the system and install driver. U can download latest driver from nvidia website.

i done it ,this time it gives display bt very bad and blurred,when i continue nd start it's hardware dowloading it shows a message-NVIDIA 8400GS HAS NOT PASSED WINDOWS LOGO TESTING TO VERIFY IT'S COMPATIBLITY"bt i continued it anyway nd after installing it's driver nd restarting my computer i found same problem then i check system by dxdiag nd there nt found any hardware for display.., i hav xp sp2 2002.does i hav to install latest operating system...?plz help
