I agree with riider, if the CPU heat sink became unlocked and is loose or it was removed for cleaning but the thermal compound was not removed and replaced properly with new, it would cause the high speed of the fan and the immediate shut down of the power to the CPU (in like milliseconds and therefore before actually booting up).

You have to be a little bit crazy to keep you from going insane.

Usually when this happens on laptops, it means the motherboard has gone out. However, as trvlr suggests, more information about your system can help further diagnose the problem.

If the computer isn't starting, the monitor will say "no signal" because it isn't receiving a video signal from the tower. The monitor is fine; the tower has a problem.

"the power supply fan spinning at high speed"

Are you sure it's the PSU fan? Could it possibly be the CPU cooling fan? Did you do anything to the computer tower such as open it to do an upgrade or clean the interior? Did you move it from one location to another?
