Post halts before RAM test

Specs: Microsoft Windows XP Professional, AMD 620/2gb x 2
This past couple of days my PC POST ends
after cpu identification (before RAM check). I
have to hit the reset button to get the boot
process to complete. This means I have to
start and then restart each time I boot. What
should I first check for that could be causing
this problem? Thank you in advance for any
suggestions.

I recalled that the last thing I did was to connect a dvd drive to a
usb port using an ide to usb adapter. When I unplugged the
drive this halt in the post process did not happen. I did not have
this POST issue when the drive was connected via the IDE
ribbon cable. I am still getting power via a molex connector
through a slot in the back of the case. I would prefer to continue
to use the adapter cable because the IDE cable is difficult to use
with the drive outside the case, and I don't have a spare 5 1/4
inch drive bay. I'm thinking about adding a video card which will
further cramp the space inside the HTPC case. Do I need to buy
a new external DVD drive. I have a BD reader in the single
drive bay.

Seems I found the solution to my own question. There is an option
in the BIOS that allows you to DISABLE Legacy USB Drive access.
Once you disable it, the PC will complete the POST and boot with
the USB drive connected.

I notice now that, although the POST completes, the Windows XP
gives a black screen just before the Welcome sceen. When I pull
out the USB cable to the DVD, the Welcome screen appears in 4 or
5 seconds. Guess I'll have to keep plugging that drive in after
booting.
