hi, i am looking to upgrade my graphics from onboard graphics. i have 2 pci 16x slots and a pci express 1x slot and am wondering which of these is more effective for playing games through?

You mean you have 2 pci-e 16x slots. Those slots are normally used for video cards.

List the system specs including psu specs (+3.3v, +5v, +12v). How much are u willing to spend on a new v-card?

PCIe rating has the "x" 1st...x1, x4, x8, x16. The higher the number, the greater the bandwidth capacity. Although there are PCIe x1 video cards, they are few in number & very expensive when compared to their x16 counterparts. You should be looking at PCIe x16 cards:
