PC wont boot post with PCI Express vga card

Specs: Windows XP
HI people..I need some help..Im using an Asrock G31M-S R2.0 motherboard with Intel E5400 2.7 dual core cpu,2GB Kingston ram,Evga Geforce 9600GT 512MB vga and a 400W psu.the first time I installed the hardware and installed Windows 7 32bit Professional and the system booted up without any problem.I installed the latest nvidia drivers and everything was smooth..
Then I installed FIFA11 demo and the game played in all settings maxed out without a hickup..
I was playing for about 15mins and the PC restarted.first I thought somethings wrong with the power..but when I tried to restart the pc the machine will start but I will get no video..the monitor led keeps blinking but the monitor wont turn on..
then I thought the system isnt booting up..so I didnt turn the power off and i pulled the monitor vga cable out of the vga card and connected it to the onboard vga port.then the monitor turned on and the system was alredy booted and it was win7 desktop..I was confuse.
then I checked whether theres something wrong with the vga card..but the card was fine.the fan is working and i checked it with a different pc and it worked..
I tried flashing the bios,clearing cmos,re-assembling the pc..but non of it could get the monitor to turn on with the PCI Express vga..but the vga is working on this motherboard..when I connect the onboard vga there is no problem..I really want to get my vga working..can anyone please help me out..thank you guys a lot..

list the psu specs (+3.3v, +5v, +12v) open . Do u have another system with pci e x16 slot? If yes try a v-card.

Your powersupply is not up to the task. It is failing under peak load.

Does your 9600GT require a 6-pin PCIe plug? Is it connected?
