what abt video card ? u have any video card installed ?
did u try reseating ram ?
The power supply is good enough to handle the load id look in the ram or the cpu or the motherboard, the board could have bad capacitors or resistors making it unable to boot up u hear any beeps ?

u dont hear beeps with the old board ? this means either the old board does nto have the speaker connected or the board is damaged, the problem can be determined if u tell how the beeps sound like how many beeps u hear ?
the bios code for ur motherboard should determine ur problem

Get right back to basics. Use the motherboard that gives you the beeps. At least then you have a chance of identifying what the beeps mean.
Test these outside the case.Connect only powersupply connections. CPU with it's cooling fan, One stick of ram, graphics, monitor and keyboard. Try starting up in this barebones configuration by shorting the PWR header with a screwdriver. What happens? What if any beeps do you get?
