Partition an external drive / running Win7

Specs: Windows 7
I need to know in complete, direct, simple steps how to partition an external hard drive. I am running Win7.

Open help and support in windows 7
type this in

Create and format a hard disk partition

and follow instructions.

First before I provide an update I have to ask how did you know I am living in KS (aka the land of Dorothy and Toto)? You will note I did not say I am from here just living here.
Now for the update:
I got to the point where you right click on unallocated space on the hard disk (aka hard drive?) and it states to then click on New Simple Volume - there was not that option in the drop menu. To clarify this is an external hard drive.

Here is an update on the situation. I had downloaded a partition program and have been interacting with them. Here is my last email to them:

I just wanted to let you know the outcome of my experience. By george you did it! I really appreciate very much your responses and your willingness to let me ask my questions. Depending was what facet of interaction with computers I can be rated minimal to moderate. I look at it as an ongoing learning experience. Your last email especially illuminating. By listening you indeed did help. I had also been in touch with a partitioning program and after a lot of emails being exchanged an explanation for all aspects of operating the program was finally exchanged.
It is to my present and probable future benefit that I found this site and am very thankful for that.
I am from SC but grew up some in Texas, going to school at TAMU. I took Spanish in high school and college.
