P7H55-M Pro no post/beep, power on/off every

Specs: Windows 7
ASUS P7H55-M PRO 1156 UATX
CRUCIAL 4GB DDR3-1333 DIMM KIT
EVGA 8400GS 1GB D3 LP DVH
OCZTECH 600W MODXSTREAM PRO RF
INTEL CORE I3 550

Turn on power supply and green LED on board comes on. Press power button and fans start, then stop, then start, then stop (repeat till power supply plug pulled). I have chaked/redone all the connections 3 times so far. Any advice?

I would try to enter the bios by either using the mother board's reset pin or pull the cmos battery to reset the bios if the power supply's fan is running.
If the power supply fan is not running I would have the power supply checked to see if it is working.

Power supply fan is working. Reset the bios using the jumper as directed in the manual. System stripped of all but most basic parts. It continues to behave the same. Is this likely a one piece replacement trip to the store or swap out several pieces?

If this is a new build build & you didn't benchtest your hardware before assembling it in the case, there's no way of knowing if you have a hardware problem or an assembly problem. Tear it apart & do it right.

System taken apart and bench tested according to the very helpful post from mickliq. New psu from Cooler Master but otherwise same parts in most basic setup.
With just the 24 pin power, the board seems to power up and the fans work. When the 8 pin cpu power is added, it again starts to power up then stops, then starts again - about every 2 seconds. No post/beep in either situation.
Do I need to take the cpu back or the mobo?
