Over heating heat sink

Specs: Windows xp, 3.0 512
I cleaned CPU unit put it bacxk on mother board but stiil message show during the start up
" Priviously shutdown over heaing in heat sink" but already clened and fan working fine.
What is the problem please let me know.

Did you reapply thermal paste? Did you use the proper amount? Are you 100% sure the heatsink was reinstalled & locked in place correctly?

I did not apply themal paste but this pc came without it, there patch stick with aluminum housing.
when turn on the pc beep come tkae little time to display one time i could hear long beep even i can not go to bios setting it resart before that so i can not see any bio setting, I remove bio battery put it back it same problem.
over heating i through no air flow so blowed up dust same message come.video also problem some display some time no display.
Please help.

Anytime you remove the heatsink from the CPU you need to remove any/all thermal compound or film and correctly apply thermal compound and reassemble. Look here:

I put thermal paste but still nothing come up to the video before it showing "priviously shutdown for over heating" only mouse getting signal key board or video card no signal i try diffrent video card still same thing.
Do you guys thing is it a mother board problem please let me know.
