All new memory cards are already software partitioned and formatted.

If the 4gb card has NEVER been recognized by the card reader you have been plugging it into, the circuitry of older memory card readers can only recognize smaller card capacities, e.g. no more than 2.1 gb . Also, an older card reader may recognize plain SD cards but not SDHC cards.
You may need to buy a newer card reader, such as an external one that plugs into a USB port.

If your old was a 4G then return the card. If it was way smaller then the reader may not support that size or has some other issue.

Some cf readers do connect to an ide or sata connection but that would be more rare.
