Noisy PC, fan revs up with case on

Specs: Windows XP, not sure
Hi all, I recently cooked a power supply (and had it replaced, about 2-3 weeks ago), but since then the PC noise has been very noticeable, almost to the point I want to wear ear muffs while working. Today, after reading this forum, I removed the case side, and immediately the revs of the main fan (CPU fan I think) dropped considerably. Its now working back at a "normal" noise level and obviously the fan is working a lot less. What might the problem be? Shall I just leave the case side off or should I try and sort what the problem was/is? Any advice would be great :)
I dont know the CPU, System info says IntelR, model AWRDACPI?

Consider replacing your heatsink and fan. The fan dying and will eventually stop working.
