no video, hard drive boots up

Specs: Windows 7, 3,2ghz
added newer cpu and video card ,now no video but i can hear hard drive boot up in win 7 pro 32 bit os(actually dual boot vista ultimate and win 7 pro 32 bit)have tried original video card and original cpu pentium 4 3.2 ghz and reset bios til I've turned blue,any ideas?

I am sure someone will ask for all the specs.........

My questions are.
Did you unplug the computer from the wall outlet before working on it?
Did you install one at a time and reboot or both.
Use cpu paste?
Triple check all connections?
Does the new card also require additional power.
Does the system give a single beep or more.

Just because the hd spins does not mean it has gone to post or that it will boot.

In addition to the followup questions asked above:

- did you check the motherboard's CPU support list BEFORE you bought & installed the new CPU?
- did you verify that the power supply was capable of handling the added load caused by the new CPU & video card?
- and of course, we detailed specs - old & new CPU, motherboard make/model, amount/type RAM, power supply make/model/wattage & amperage specs.
