Enter safe mode then Start > Run and type msconfig then hit OK.
Go to services tab and tick hide all Microsoft services and untick all the services listed then startup tab and untick all the items. Click Apply then OK and start the system in normal mode.
If it works start by enabling two startup and services at once until u found the one responsible, every-time u enable the services and startup items restart the system.
