No display when turned on

Specs: Windows 7 Ultimate, Q6600 Quad-core 2.4/ 3Gig RAM
hi people. I have a problem with my pc. I've turned it off and unplugged it from the wall. Now, if I want to boot it up , with every cable carefully inserted, the CPU,Fans and everything goes on, except the monitor stays black and the light on the monitor are just flashing. Now I think it may be my 9800gt graphics card that has failed or may be broken but it's still a new card. Please help me.

Did you recently install the card or did it come with it installed? What are the specs on you power supply? It may be underpowered for that card.

my PSU is 500watt and I bought the card almost a month ago separately from the computer

That means nothing. There are $20 500W power supplies or $150 500W power supplies & all kinds in between. What's the make/model? What are the amperage specs? Does it have a single +12v rail or multiple +12v rails? What's the efficiency rating?

Minimum 450W or greater system power supply(with a minimum 12V current rating of 24A)

OK 500 watts doesn't mean too much. It depends on the amps on the 12volt rail. Open the case and read the specs on the 12+ rail. You may have 2 or 3 rails. List the specs you see there. It's possible the card was under powered and may have been damaged or the psu isn't up to snuff and could be failing.
