No display on monitor via GPU

Specs: Windows 8.1 Pro, e5700 dual core, 4gb ddr3
Hi, my rig specs are

E5700 intel Processor Dual Core
Foxconn G41-MXE series mobo
2x2GB DDR3 ram
PSU 300 Watts
2X250 GB HDD
LG DVD writter
Windows 8.1 Pro

This setup was working well until I traveled and disconnected the PC from the power source. When I came back i tried switching on the machine connected through te GPU HHDMI socket but there was no display. i tried through the mobo via vga and it just showed a flashing sign on the top right screen.

My assumption was that it had crashed so I ran a new Windows 8.1 install. The display was now working through mobo vga but still nothing from the gpu. the gpu is well inserted and it has power directly from the psu and the fans are spinning.i had the latest drivers for the card

please kindly assist me with a solution to my problem. I am wondering if the GPU has failed or the PSU is too small or maybe some CMOS settings or drivers.I am lost.

GPU = Graphics Processing Unit. The GPU on your motherboard is the Intel GMA 4500. If you have a graphics card installed, you didn't list it in your specs. And if that card requires a 6-pin PCIe plug, a 300W PSU is on the low side.

The motherboard graphics are usually overridden when a graphics card is detected. Are you 100% sure it's fully seated in its slot? Did you change the BIOS settings to make the card the primary display? Did the system ever work with the card installed?

I am sorry I omitted the GPU.It is MSI Radeon 6870 Twin Forzr. It requires a six pin plug and I have connected it that way.I am sure the card is fully inserted into its slot and I have selected PCE?PEG in the Bios settings and yes this system was working perfectly with the card.
