Specs: Windows 7
I made the mistake of trying to reset laptop instead, I'm getting a message that states, media fail and no bootable device not found at all....I have no CD to start from, and wish I don't have to buy one. please tell me what to do? before I spend the little money I have to have it repaired. thank you

What do you mean by "reset?" What exactly did you do?

"no bootable device" could mean the hard drive has died.

As Jennifer asks, what precisely do you mean by "reset". If you've somehow formatted the drive, then that could be your issue (and if the case, you would probably have to buy a disc if you don't have a backup or other installation media)
