New video card stops computer from booting

Specs: Windows XP
Alright, I bought a new Radeon HD 8570 for my HP Pavilion a1357c.I cleared out all drivers for the on-board ATi Radeon Xpress 200 series and went into the BIOS to switch from on-board video to PCI-e. I then unplugged and inserted the new card into the PCI-e slot. I then plugged everything back in but when I turned on my pc it just started to run very loud and wouldn't shut off by holding down the button. I removed the card and everything worked fine once again. I have a 500 watt power supply which I believe is more than enough for this card.

I have looked around other post and nothing has seemed to work if anyone could tell me something that's not already on the many post on this topic I would greatly appreciated it.

There is no HD 8570. Please post the correct model number.

Maybe, maybe not. Is it a decent quality 500W PSU or a $20 generic cheapie?
