New system will not boot or post

Specs: Windows XP
I brought all new parts to build a new system ..upon assembling it when i went to power it up it will not boot nor post keyboard lights flash on then off and the light on my optical mouse comes on ..non of the fans spins and the front panel lights dont come on ethier...i have tried to remove the memory and boot to see if i get any post beeps but none..i think it to be eithier a motherboard failure or a cpu failure.. tho i lean more towards the cpu...are these syspmtoms of cpu failure?.or am i doing something wrong?.. also the screen shows nothing ...the PSU fan does not spin eithier

U didn't bother to list your system specs.
First u need to benchtest the hardware, pull motherboard,cpu,ram(one stick),psu,v-card (if u don't have igp) out. Then connect them outside, don't forget keyboard. Now start the system, what do u see or hear?

systems specs are as follow: Biostar socket 775 motherboard g31-m7-te, P4 3.0ghz , off brand PSU 500watts..yes i have tried to do a out of case boot and still nothing just the keyboard lights flash on then off and my mouse optical light comes on and stays on.
