New PSU but no windows instead rest

Specs: Windows Vista 64 Home premium, Phenon 2.2ghz 4gb
I just installed a new Win Power 550w PSU into my system and powered it on, all seamed well it booted into the post screen and listed all the components as usual however it will not begin to load windows at all and instead just restarts.
Any help would be appreciated.

Because my old one blew. The computer had been working perfectly for 18months but blew the last one. The previous PSU was a corsair TX750 and I could not afford a replacement so I bought a cheaper Win Power Model. It has been reviewed to be the best value for money PSU on the market however it seems that it is of reasonable quality.
ALSO the Corsair is still under warrany and I will be getting a replacement soon but I will be selling it as I need some cash.

may have damaged the HD, not the usual part damaged but, I guess its possible. I'd run a live cd for a while, and see how that goes. If you don't have one, here is one that will run from the ram, allowing you to remove the cd

Hi thanks for your help however I have managed to get the PC in to safe mode by lowering the cpu multiplier to its lowest setting. I also unplugged all the dvd drives and extra fans.
Once i got into safe mode I restarted the pc and loaded windows normally, all seamed well so I tried increasing the cpu mulitplier by 0.5 and saved the bios settings and rebooted. I recieved a message saying no operating system found on hdd, also previously it checked the raid config settings and said functional in the POST screen. So I can not see it being the hdd. I think that maybe the cheap win power psu is not up to the job of powering the system.
My system is stated below:
Gigabyte GA-MA770-DS
PHENOM 9600 BLACK EDITION 2.2GHZ
Nvidia 8800 GTS 640MB
2x W/D 250gb RAID 0
2x LG DVD REWRITER
4x1 gb (4gb) geil 800mhz
windows vista 64 home premium
OLD: Corsair TX750 750w
NEW: Win Power 550w

Also any ideas of what the wattage use of my system should be at full load.

you have alot of hardware to run. How many amps on the 12 volt rail, does the new PS have?
