New Graphics card Not Working?

Dell Studio xps 8100 mini-tower desktop

Specs: Windows 7
Wanted to upgrade my graphics card card so also needed more power as my dell came with a 350w PSU. I swapped the GTS 240 that was in the Dell with a gtx 260ocx and put an ocz 700w psu in. On trying to start everything seems to power on apart from the graphics card, Both hard drives seem to get power, psu fan runs and light is on on motherboard. Think I can hear just two little beeps as it does post. The fan on the card does not spin and nothing on the display. Tried the new card and new psu on my old desktop and they both work fine fine!?!? The Dell works fine with the 350w psu and gts240 it came with also. ??

I tried the new psuin first and it worked fine with the gts 240. But as soon as I put the new card in it refuses to start. I thought the card was dead but was obviously wrong as it worked after trying it in my old desktop.

Could it be that you needed to remove the old card from software and set as vga. Then install this card?

Also could any bios setting affect this card?

Does it need PSU power on to be added on some motherboards?

I'm a pretty basic user so don't really know about BIOS etc. I know I've plugged in the extra PCI-E power cable from the psu as the 240 only used one whereas the 260 needs 2. I also noticed the 240 had a tiny cable on it also going to I think an SP/DIF point on the motherboard and the 260 doesn't seem to have a point for the same cable. I will try and find out about the BIOS and try that. Thanks for the help so far by the way :) It's kind of annoying me :P

Ok my old desktop ain't starting every time now I need to keep holding in the power button to turn it off then trying again a few time so I'm thinking the psu is dead? Is it possible a psu could have trouble starting sometimes but still work others? When it doesn't start it still runs all the fans the same as my dell has been doing when that particular psu is in so I guess its not the card.

I've ordered a new power supply so hopefully that's the cause. Thanks again for the help though :)
