Solved New Computer Build. PSU fan isn't even spinning.

Specs: Windows 7
Hi everyone. I've built successfully 3 computers (for myself and some friends) before. This time around, I'm having a bit of trouble.
The parts are as follows: * LOGISYS Computer PS550ABK 550Watts ATX12V Power Supply With SATA and 20/24 Pin connectors. * GIGABYTE GV-R667D3-1GI Radeon HD 6670 1GB 128-bit DDR3 PCI Express 2.1 x16 HDCP Ready Video Card * GIGABYTE GA-M68MT-S2 AM3+ NVIDIA GeForce 7025/nForce 630a chipset * Micro ATX AMD Motherboard AMD Phenom II X4 955 Deneb 3.2GHz Socket AM3 * 95W Quad-Core Desktop Processor HDX955WFK4DGM - OEM * Seagate Barracuda ST500DM002 500GB 7200 RPM SATA 6.0Gb/s 3.5" Internal Hard Drive -Bare Drive * AMD Entertainment Edition 4GB 240-Pin DDR3 SDRAM DDR3 1333 Desktop Memory Model AE34G1339U2-U
When I've everything connected properly, and the power is connected, nothing happens. The power supply's fan doesn't even spin. But I know the power supply isn't the problem. It works with my other computer.
Can anyone help me?

You're kidding? You pay $17 for a low end POS & you know it isn't the problem? Apparently you don't know a lot about power supplies.

Look at the label. It's a 400W unit, not 550W. The +3.3v & +5v combined are rated at 200W. The other 200W goes to the +12v. So even though the +12v amperage is given as 25A, it's really only 16.67A. Looking further at what's listed at newegg:

- two 80mm cooling fans rather than one 120mm
- no PFC, not even passive
- no efficiency rating so it's probably 65%
- no PCIe plug
- amperage ratings are out of whack
- only a 1 year warranty

The power supply is NOT the place to be cutting corners. You don't necessarily have to buy an expensive unit, but you do have to know what to look for. Here's two possibilities:
