✔ Best Answer
Dedicated graphics memory is incorporated into every graphics card you can purchase separately, only onboard graphics use shared memory.
Yes you can use the graphics card assuming your board is also PCIEx16 which appears it is. Yes the card will add 1GB dedicated graphics memory and free up the shared memory for Windows and your programs.
I think you can do better on the power supply though, look for one with 80% efficiency rating and one ONE 12Volt rail rather than two. Each of the 12 rails on the one you show can supply up to 19Amps but if you eventually get a gaming graphics card that needs 20 Amps or more then it will be starved for power under peak loads but there will be that other 12 Volt rail sitting over there that your graphics card cannot access but may have a surplus or nearly 8 or 10 Amps. Wattage alone does not explain the entire story so get a little bit better quality and you will not 'outgrow' it anytime soon.

You have to be a little bit crazy to keep you from going insane.

There is little difference in price these days between power supplies that are 400, 500, or 600 watts so it cannot hurt to get a little bit more that the minimum but look for those that have an efficiency rating of 80% or more and a single 12Volt rail. Also on Newegg and Tigerdirect you get customer reviews on the products to you can see if there is a pattern to complaints or all praises. Look at these:
