I'm basing this on the photos from Google:

Assuming that's a "regular PC", I'd first suspect a broken connection somewhere between the monitor and the output port (VGA Card?) that drives it. If you're not getting any beeps, however (assuming that it's supposed to beep---some PC's don't), that could indicate something in the power-supply has failed.

I'd also suspect that the CMOS battery is long dead (you stated it's been sitting over a year). That would cause a wide array of problems, depending on the model of the PC.

What's the condition inside the PC (box)?
Sitting idle for long time in an unprotected environment is not beneficial to sensitive electronics.

If you have no experience with PC hardware ask someone who does.

"...I couldn t find the CMOS battery anywhere inside..."

According to this post:

http://www.computing.net/answers/ha...

it's possibly the "dreaded" Dallas DS1287 module instead of a coin/cylindrical cell:

If so, you may be able to create a workaround (assuming you're comfortable doing any of this):

Otherwise, follow sluc's advice and find someone to do it for you.
