my budget limit is 60euros
I hope the new card will run Assassin's creed Black flag , Rome 2 Total war and Watch dogs.
motherboard: D946GZIS
Ram : 4gb
OS: win7
PSU : Modecom premium 500w switching power supply atx 12v 2.2 compatible
The dead graphic card: ATI Radeon HD4670 1Gb
It was a pre built computer but i replaced my PSU , graphic card and Ram few years ago.
If you can , can you check for some Graphic cards from here since i live in Estonia.

I do not know the Redeon cards well, but per the article, the HD 7770 is better than the HD 7750 and nearly the same price in the USA. I do not know what it is by you, but look into it. With gaming, it is generally recommended to go with the best you can afford, as long as your power supply can support it.
Consider upgrading the power supply to a better one, if not now, then as soon as you can. A cheap power supply can go without warning and take expensive components with it.

You have to be a little bit crazy to keep you from going insane.

Not certain but most likely #1 meant you to put the bold string in Google.
EDIT: Please ignore - my incorrect assumption (see #4 below).

Always pop back and let us know the outcome - thanks

No, I was telling you the most likely reason your video card failed - because you used a cheap Modecom power supply instead of a reputable brand name unit.

Try the card on another working computer to make sure that it is not working.
Replace the power supply with a quality one (80+% efficient, single 12V rail, active PFC, higher 12V amperage than 3.3V & 5V rails, 3-5 year warranty, quality name brand).
Look at these recommendations:
