OK My dell laptop has a key on top row, left end, that is used to enable/disable wireless. When I press the key nothing happens, it remains disabled

tap f8 on bootup and choose safe mode with networking, see if that works.
But if your 'key' is broken,it may be a keyboard issue

I tried the F8 key on bootup a couple of times but nothing happens. I did discover however that the key in question does work when used as the F2 function key. Any other ideas?

I presume you tried holding down the shift key and then pressing the f2 key to activate the wireless key?

Just now tried shift and f2, nothing happens. Do you think I should hit it with a baseball bat ( I'm restraining myself for now)? Hoping someone has another idea.

you may be faced with replacing the keyboard, it's not that hard and keyboards for laptops are real inexpensive anymore
