my pc won't boot just fans turn on

Specs: Windows XP, Core 2 Duo P8400/2GB RAM
My PC won't boot, just the fans are turn on. On front panel just yellow light that turn on, green light keep turn-off. DVD-ROM not functioning, too. Keyboard's light doesn't turn on, too. I've tred to clean memory's connector with pencil rubber, clear CMOS and nothing happened. Can anybody help me?

HDD 320GB (2 pcs)
MB ECS P45T-A
Video Card ZOTAC GeForce 8400 512MB
DVD-ROM drive Lite-On

Hi, thanks for your help. I've check the voltage on the ATX-Power Connector and all measured as it should, 3.3V, 5V, and 12V. Should I change the PSU?

Without a load test you cannot tell whether the PSU is working properly.

Without a known good powersupply you cannot test the other components.

disconnect other components and leave only cpu, stick of ram, v-card (if u don't have igp), psu. If system refuse to post swap memory, swap psu, if still refuse to boot then cpu or mobo is bad, if u have another compatible system test cpu, ram, psu, v-card.
