my PC does not boot flashes light like the system is asleep

Specs: Windows XP, 3 gig physical memory
No image on Monitor. When I unplug the computer and hold the start button in for a very long time minute or two the blue light around the start button stops flashing and once out of ever three to five tries of pluging it in the computer will boot and run in a normal manner. It is a HP Pavillion A 1477 C built in 2006. I have replaced the battery in the mother board. Many times the Calendar, Date and Time are wrong when it starts buts sometimes they are correct. I have set the the power setting to not go to sleep. When this started I was getting a message “ An installation package for the product HP DigitalMedia Archive cannot be found but that stopped a couple of days ago
