My mouse turns off and on repeatedly

Specs: Windows 7
I have a Razor Copperhead wired and a Logitech wireless mouse. No matter which one I use they both tend to turn off and on repeatedly, It's very annoying. I have updated both mouse drivers, I have unchecked the USB Root Hub power management, turned off power management setting that allows windows to turn off the USB port. Also I rang Dell and all they could do for me was to direct me through removing and updating the root hub drivers. My BIOS is up to date as well as all chipset drivers. I am now at a loss as to what to do. I can't play Rift or Fallout NV for obvious reasons. All thats left to me is to reinstall a fresh copy of Windows, which I'm reluctant to because it is time consuming. I seriously need help please.... Here is my system info:

Dell Studio Laptop
Intel Core i7 CPU M 620 @ 2.67GHz
8GB DDR3 ram
Video Card - ATI Mobility Radeon HD 5650 1GB

Try to disable Touchpad when u are using a usb mouse.

Thanx for the advice kuwese altho I have just bought a Bluetooth mouse and the problem is solved
