My Cpu fan is working but temp 75

Specs: Windows XP, AMD Athlon/1GB RAM
cpu fan is working but the temperature is showing 75 degree from the start up.what may be the reason?

Just to name a couple dust in the heatsink and fan assembly, poor air flow through the case due to dust build up or other fans not working. Fan not spinning fast enough, bad thermal paste application.

That sounds good, check that model of the fan and make sure it was designed for your processor. If it is a stock fan, I would replace it with a bigger fan. Typical heat dissipation from the CPU exits the side panel or in back, make sure that if you have it in an enclosed cubby hole or desk to take it out of there and see if that helps.

If leaving the side panel off helps the situation then you do not have enough air flow in your case.
