My computer won't shut down

Specs: Windows XP
There was power outage and now my computer won't shut down. I am using Windows XP, click on the start menu, then turn off computer, then I choose turn off - Windows logs me off and my computer shuts down. But then after a couple of seconds it boots up again. How can I fix this?

Is your computer connected to the Internet? If so you may have Wake On LAN turned on. This will start your computer if another device pings or sends packets to your computer. Try disconnecting it from the Internet. If you are using WiFi try turning off the Wireless.

I tried disconnecting it from the internet and then shutting it down but that didn't fix the problem. Then I went to BIOS settings > Power Management > Wake Up Events and disabled the "Resume by PCI PME" option and that fixed it - now my computer can shut down without booting up again. I forgot to mention that today before the outage occurred, I installed a new sound card in one of the PCI slots. Did the new sound card caused the outage and could it happen again?

we have the same problem...that my PC won't shut down and what i did is, i checked connections and the device manager and look for the question mark (yellow color) and i saw the conflict of my hardware device which was the audio (on-board) and the sound card. so, i pulled-out my sound card then restart my PC and after that i click the "turn off computer" from the start button and it works.
