Why would you want to remove the BIOS chip? You may want to try resetting the CMOS and/or checking that all the power connections to the m/b are correct and secure.

Did this happen suddenly, or have you changed something, upgraded or added hardware, anything like that? Details of your m/b, psu, processor, and video card would also help.

after bios updated successfully there is nothing except cpu fan running.

That's what you call a successful update? With this additional information it's possible that you have corrupted your BIOS. There's always a slight risk of that, so flashing the BIOS is not recommended unless you have a specific problem.

Post the make and model of your motherboard and someone may have a suggestion. But it may be that you need a new motherboard.
