MSI GeForce GTX 1650 Why is my GPU fan not running?

Specs: Windows 10, i7 9700K
So, I just got done building a PC. (Well, doing the finishing touches.) I'm watching temp really closely. I just noticed in the MSI Dragon Center that the GPU's fan RPM was 0. I turned off the PC and opened the case. I reseated the power connectors to the GPU. I turned it back on and the fans were running. After a minute or so, they turned off again. I'm wondering if they only run when they have to. But, the GPU is running at 46 C right now. I wouldn't want my CPU running at 46 C without a fan running. Is this normal?

Ok, so after I write this, I found this website.

So, it sounds like it's designed to not run the fans if not needed. But there's supposed to be a way to set the fans to run all the time. It says to go to msi website and search the model number of the video card. depending on the series, there are two different software packages that could turn it on all the time. But, I'm not finding the utility for the 1650 Gaming X.

yes, modern GPU's have a fan stop function, however i dont like since with a 144hz screen the vram gets locked at max clock with DP, same goes for 75hz over hdmi. increasing idle load by ~20% with as result a idle GPU at ~50 degress C.

if you want to find out the cause you have to dig deep into a rabbithole...

basically 144hz is not a "real" refresh rate, so there is not enough time to allow the vram to change according to load.

I have a feeling this is already too much info for the basic user :)

i'm using msi afterburner to adjust the clocks & fan btw
