I have an hp computer with an PTGD-LA (Goldfish3) motherboard and on the motherboard there is are two power connections.... one is a 24 pin ATX power connector and the other is a ATX +12v power connector .....my problem is that my power supply has a 20 pin power plug that goes in to the 24 pin on the motherboard and a 4 pin plug for the other connection near the cpu so I have 4 pins empty on my 24 pin connection on the motherboard....should I buy a new power suply and fill the 24 pin plug and the 4 pin plug ??

Yes, you can use a 20pin PSU on a 24pin board - the extra
pins are for powering PCIe cards so you may have a problem
there, but you won't do any damage, it just may not work
properly.

Make sure you put the 20 pin on the correct 20 pins on the
board of course - check your motherboard manual for that.

Another, probably better, option is to get a 20pin to 24pin
adapter - should get one at any PC supplies shop for only a
few £/$
