Specs: Microsoft Windows Vista Home Premium, 2.1 ghz 2000 mb ram
I'm wondering if my motherboard can upgrade from a dual core 2.0 ghz to at least a 3.0 ghz dual core. I believe my motherboard is a gc666aa-aba sr5152nx
If I can, just how far could I go?

Actually, your motherboard is the Ivy-GL6. It's an OEM board made by ASUS for HP/Compaq & also goes by M2N68-LA. It's an outdated AM2 board based the the nForce 430 / GeForce 6150SE chipset combo & only supports AM2 CPUs with a max of 65W. Looks like the X2 4800+ (2.5GHz) is as good as it gets. See below:

What do you hope to accomplish by upgrading your processor. Most of the time your processor is not working at full capacity anyway.

If you play games you would be better off spending money on installing better graphics and/or more memory.

Keep in mind that when upgrading your graphics you may also need to upgrade your power supply.
